I don’t think it’s about his regenerations. For me , it’s about River timeline. The Doctor was her husband while she was alive, but her timeline is end now, and that’s why I considered him widowed.

I agree. The sad thing is that The Doctor was already a widower before he married River. It was strange twists of fate and that was the way it was. They had their time together and that will always remain part of them both.
The Doctor is a widower and so I don’t think there’s ever been anything wrong with him being attracted to Clara. If the writers feel they want The Doctor to take his time; and this ultimately means that any real confessions don’t happen until after he regenerates, that’s okay.
I think people often miss the point that The Doctor is always the same man, it doesn’t matter what regeneration he’s on.
